Whether the destination is third-party is read from the linked account's derived relationship_type. Where it is, the customer needs the stablecoin_payout.third_party endorsement, so check for it rather than catching the error.

Every payout is checked against the outbound transfer policy first. Outside policy you get a 202 with PENDING_COMPLIANCE and PAUSED, routed to a dual-approval queue. It's never a silent rejection.
